The Charter Review Commission members shall within nine (9) months present to the Clerk of Council its recommendations, if any, of alterations, revisions, or amendments to the City Charter.  City Council shall in all cases prepare an ordinance submitting any proposed amendment to a vote of the electors of the Municipality at the next regular general election. 
If a proposed amendment is approved, it shall become a part of the City Charter. Each amendment shall be a separate and distinct ballot issue.
